Role Overview
We are looking for an experienced Senior Manager – Proposals to lead the proposal strategy, tendering, and bid management activities for complex railway projects. The role will involve managing end-to-end tendering activities, coordinating with cross-functional teams, and leading a team of proposal professionals to ensure timely and compliant bid submissions.
Key Responsibilities
- Lead the overall proposal strategy and development for railway, metro, and high-speed rail projects.
- Independently manage tenders from pre-bid stage through bid submission , including estimation, documentation, coordination, and approvals.
- Coordinate with Design, Supply Chain, vendors, OEMs, system providers, and subcontractors to develop competitive bids.
- Review tender requirements and ensure bid compliance with applicable technical and commercial conditions.
- Benchmark material and activity rates and support preparation of competitive commercial proposals.
- Drive stakeholder alignment and take key decisions related to bidding activities.
- Support negotiations and business development activities for converting opportunities into projects.
- Lead, mentor, and manage the proposal team while ensuring timely and high-quality submissions.
Required Experience & Skills
- 15+ years of experience in the Railway Construction industry.
- Strong experience in Railway / Metro / High-Speed Rail tendering and proposals .
- Strong understanding of Indian Railways and Metro tendering conditions .
- Excellent commercial and financial acumen .
- Proven experience in independently handling tenders up to the bid-submission stage .
- Strong stakeholder management, coordination, and team leadership skills.
- Experience working with relevant vendors, suppliers, OEMs, and subcontractors .
Civil Track – Preferred Expertise
Candidates should have strong exposure to:
- Civil works including earthworks and structures
- Track works – Ballasted and Ballast-less
- Railway/Metro civil and track tenders
Educational Qualification: B.E./B.Tech/M.Tech in Civil Engineering.
Railway Systems – Preferred Expertise
Candidates should have strong exposure to:
- Railway Electrification
- Signalling & Telecommunication (S&T)
- Railway/Metro/High-Speed Rail systems tenders
Educational Qualification: B.E./B.Tech/M.Tech in Electrical / Electrical & Electronics Engineering.
Added Advantage
- Experience in handling overseas railway tenders .
- Strong market and vendor ecosystem knowledge in the relevant railway domain.
