Senior Procurement Officer – Construction

Location: Dubai, UAE
Job Summary

We are looking for an experienced Senior Procurement Officer to manage end-to-end procurement activities for construction projects. The role will be responsible for sourcing construction materials, equipment, subcontractors and services, negotiating competitive commercial terms, and ensuring timely delivery in line with project requirements, budgets and specifications.

Key Responsibilities

• Manage end-to-end procurement of civil, architectural, MEP and finishing materials , equipment and subcontract packages.
• Source, evaluate and negotiate with suppliers and subcontractors across the UAE .
• Issue RFQs, obtain competitive quotations and prepare technical/commercial comparison statements .
• Negotiate pricing, payment terms, warranties and delivery schedules to achieve cost savings.
• Prepare and issue LPOs, purchase orders and subcontract agreements as per approved procedures.
• Coordinate closely with Project Managers, Site Engineers, QS, QA/QC and Planning teams to understand project requirements.
• Monitor procurement schedules and ensure on-time delivery of materials to project sites .
• Develop and maintain an approved supplier/subcontractor database .
• Evaluate vendor performance based on cost, quality, delivery and compliance.
• Coordinate material submittals and ensure purchased materials comply with approved specifications.
• Track procurement status, commitments, deliveries and outstanding orders.
• Support value engineering, cost optimization and budget control initiatives.
• Resolve supplier issues related to delivery, quality, invoices and commercial terms.
• Maintain proper procurement records and prepare regular procurement reports for management.

Requirements

• Bachelor’s Degree in Civil Engineering, Supply Chain, Procurement, Business Administration or related field.
• 7–10+ years of procurement experience , preferably with a construction/contracting company.
• Strong UAE construction procurement experience with established supplier and subcontractor networks.
• Good knowledge of construction materials, MEP, finishing works and subcontract packages .
• Strong negotiation, commercial evaluation and vendor-management skills.
• Experience with RFQs, quotation comparisons, LPOs, purchase orders and procurement tracking .
• Proficiency in MS Excel and ERP/procurement systems .
• Strong communication and coordination skills in Arabic 
• UAE/GCC experience is preferred.
