Offshore Development Project Manager – FPSO & Subsea (E&P Operator)

Noida, India – with frequent offshore and field-site travel to east-coast

Job Summary:
The Offshore Development Project Manager will lead the planning, execution and
delivery of offshore E&P projects involving subsea fields and FPSO-based
production systems on India’s east coast. This role will interface with
internal subsurface, drilling, reservoir and operations teams as well as
external contractors (EPC/EPCM, FPSO Operator, subsea suppliers) to ensure
safe compliant and cost-effective project delivery.
Key Responsibilities:

Offshore & FPSO Project Leadership
-
Own the end-to-end delivery of offshore development projects (subsea
wells, flowlines, umbilicals, risers, FPSO conversion/installation and
mooring systems) from concept/FEED to commissioning and handover to
operations.

Act as the single point of accountability for on-time, on-budget and
within-scope delivery of the offshore asset, including interfaces with
FPSO operator and subsea contractor.

Development & Subsea Field Integration

Work closely with subsurface and reservoir teams to align project scope
with field development plan (FDP), well-count, drainage area and
production targets.

Integrate subsea infrastructure (trees, manifolds, jumpers, control
systems) with FPSO topside processing, utilities and offloading systems.

Project Planning & Execution
-
Develop detailed project plans, master schedules and cost estimates for
offshore and FPSO-related scope, including offshore campaigns,
fabrication, installation and hook-up.

Coordinate with engineering, procurement, construction and offshore
execution teams to ensure technically sound and constructible solutions.

Budget & Contractor Management
-
Manage project CAPEX and OPEX budgets, track progress against baseline
and implement cost-control measures.

Lead EPC/EPCM, FPSO and subsea contractors, including contract
administration, progress monitoring, claims and performance management.

Health, Safety & Environment (HSE)
-
Ensure compliance with Indian regulatory requirements (MoPNG, ONGC-type
standards), statutory safety rules and corporate HSE management systems.

Lead offshore campaigns with strict enforcement of safety critical
systems, permit-to-work and emergency-response procedures for offshore
and FPSO operations.

Stakeholder & Interface Management

Represent the company with regulators, FPSO operator, subsea contractors
and internal stakeholders (drilling, production, maintenance,
logistics).

Provide regular project status updates, risk reports and decision-papers
to President – Production and Operations.

Quality, Commissioning & Handover

Oversee FAT, SAT and offshore commissioning activities for FPSO and
subsea systems.

Ensure quality assurance, as-built documentation and smooth handover to
operations and asset management teams.
Qualifications & Experience
-
Bachelor’s degree in Mechanical, Petroleum, Chemical or Naval Architecture /
Offshore Engineering.

Minimum 10-15 years of Oil & Gas experience, with at least 5-8 years in
Offshore projects (fixed platforms, FPSO or subsea fields).

Proven experience in E&P Operator environment (not only EPC), including
field-development planning and production-integration.

Hands-on experience with FPSO-based developments and subsea tie-backs;
exposure to India-east-coast offshore assets (KG-DWN, Cauvery, Mahanadi,
etc.) is highly preferred.

Familiarity with project management tools (MS Project, Primavera) and E&P/PM
Software packages.
- Certification such as PMP, PRINCE2 or equivalent is highly desired.
Key Skills & Competencies

Strong leadership of multi-disciplinary teams (engineering, drilling,
subsea, FPSO, operations).

Excellent communication and negotiation skills to manage complex interfaces
between operator, FPSO operator and multiple contractors.

Ability to manage technical, schedule and commercial risks in high-pressure
offshore environments.

Solid understanding of subsea control systems, umbilicals, risers, FPSO
process systems and offshore-installation campaigns.

Comfort with frequent offshore travel and working in remote, high-risk
environments.
