Description
An International EPCM company based in Delhi NCR is on the lookout for a
Procurement Engineer / Assistant Manager
SKILLS.
Result oriented materials procurement, expediting and contracts management
professional with demonstrating ability to significantly reduce materials
procurement cost by adhering to centralized company standards, procedures and
policies.
JOB SUMMARY
1. Coordinate and expedite the ordering and delivery of materials required for
the Desalination and Water Treatment Project.
2. Prepare/ Review Purchase Requisitions/ RFQ for procurement of equipment/
material for Water Treatment Project (WTP/ STP/ SWRO/TTRO…etc.). Coordinate/
assist in establishment of specifications and standards. Review of cost
estimates for procurement of material. Plans, reviews and /or undertakes
comparative cost analysis of bidder’s quotations.
3. Reviews & provide comments/ recommendations on Purchase/Material
Requisitions/ Request for quotations (RFQ)/ RFP, Purchase Orders (PO) and
contract documents. Coordinate and resolve commercial matters with external
agencies/ vendors/ suppliers/ Contractor. Prepare periodic reports on Material
Procurement Status.
MAJOR DUTIES & RESPONSIBILITIES
1. Maintain relevant information on assigned projects, such as scope, budget,
schedules, etc. and provide analysis and feedback on the Materials Procurement
Status.
2. Update complete overview of the Procurement status highlighting important
issues that require management intervention for immediate resolution. Prepare/
Review RFQ for procurement of equipment/ materials.
3. Float enquiries in the market to collect competitive bids. Plans, reviews
and /or undertakes comparative cost analysis of bidder’s quotations &
conducts pre-bid meetings for various Pos.
4. Negotiation on received bids. Reviews and ensures proper administration of
the project procedures for Materials Procurement.
5. Following up evaluation of material tenders/ RFPs and coordinating
placement of Purchase Order approvals. Coordinate for resolution/ response to
additional vendor requests from Project team/ Stakeholders. Expediting
ordering and delivery of materials. If required, provide assistance in the
inspection of Materials at vendor’s facility or, project jobsite as and when
required.
6. Assisting Procurement Head for the acquisition of materials codes,
standards, commercial conditions, specifications, market availability and cost
of direct material.
7. Ensure that procedures and work instruction under the Quality Management
System for the department are followed in all activities.
8. Suggest resolution to critical issues which can exploit as opportunity/
claims by external agencies. Coordinates with HOD for clarifications related
to procurement, POs and Contracts.
9. Coordinates with inter-engineering disciplines and external agencies on
requested change orders and requisitions.
10. Review and Verify the Vendor’s invoices. Coordinates with F&A
department for invoice Payments. Identify and advise potential risk areas in
the project. Participates and assist in risk assessment meetings during
project costing and life of project. Work on GANT CHART
11. Keeps abreast of the latest industrial practices, codes, technological
advancement, new methods, equipment and materials and promote standardization
for organizational growth.
12. Remains available on call after office hours. Performs any other related
duties, as assigned by senior management. Has ability to work under adverse
stress condition during the critical or peak age of the project.
13. Participate and contribute in the performance improvement strategies of
the Department.
WORK CONTACTS
Have regular contacts with all divisions within the department/ other
departments and HQ, Project Management and Engineering Procurement and
Construction (EPC/ EPC) contractors and vendors.
INDEPENDENCE OF OPERATION
Works according to Company policies, codes, procedures and professional
standards.
EDUCATIONAL ELIGIBILITY
Ideal candidate should possess engineering background (B.E.) preferably with
exposure in Water Industry. Minimum 8 to 10 years’ industrial/ project site
experience in water, energy, oil & gas, refining and petrochemical
industries.
Should be computer literate with hands-on experience in SAP/MS OFFICE/WINDOWS
preferably Advance MS Words and Excel
