Profile - Manager SCM - Procurement & Logistics

Role & Responsibilities -

Collaborate with Business Development, Project Finance, Engineering, Construction, and Material Planning teams to understand project timelines, dependencies, and execution constraints.
- Lead identification, evaluation, qualification, and onboarding of EPC contractors for framework agreements.
- Assess contractors based on strategic fit, pricing, payment terms, EHS compliance, quality standards, execution capability, and long-term capacity planning.
- Coordinate RFP/RFQ processes, pre-bid meetings, technical-commercial evaluations, and contractor finalization.
- Negotiate and execute contracts within approved project budgets and timelines.
- Manage contract amendments, claims, disputes, renewals, and closure activities in coordination with legal teams.
- Plan and execute logistics contracts for transportation of blades, nacelles, towers, transformers, and other heavy/ODC components.
- Coordinate with transporters, 3PL providers, crane agencies, and erection contractors for safe movement and unloading.
- Manage deployment of specialized hydraulic axle trailers, low-bed trailers, and heavy-lift equipment.
- Ensure timely placement of trailers at factories, ports, and project sites.
- Conduct/review route surveys to assess i.e. Bridge load capacities , Turning radius feasibility, Road width and overhead clearances, Terrain and access limitations
- Recommend alternate routes and mitigation plans for bottlenecks and movement restrictions.
- Manage statutory approvals including RTO and ODC permits, Escort vehicle approvals , State border movement permissions
- Handle EXIM documentation including Bill of Lading verification, E-way bills, Customs clearance coordination, Import documentation for wind/solar equipment
- Coordinate with CHA/customs agents for smooth clearance of imported materials.
- Float tenders for logistics and transportation packages.
- Negotiate freight rates, crane costs, and vendor contracts.
- Monitor and control transportation-related costs including Detention charges, Damage/shortage claims, Soilage and delay penalties
- Develop long-term vendor relationships and evaluate supplier performance periodically.
- Coordinate with site teams, civil contractors, and erection teams for synchronized material delivery and erection schedules.
- Monitor daily dispatches, transit status, unloading schedules, and turnaround times.
- Ensure material availability aligns with foundation readiness and crane deployment plans.
- Maintain Shipment trackers, ODC movement dashboards, Vendor performance reports, Delay and incident reports
- Analyse logistics bottlenecks and recommend process improvements for operational efficiency.
- Act as Single Point of Contact (SPOC) from SCM for internal and external audits.
- Coordinate with cross-functional teams for closure of audit observations and compliance requirements.
- Prepare and provide responses for audit queries and supporting documentation.
- Ensure adherence to SCM policies, statutory regulations, and internal governance processes.
- Serve as custodian of SCM policies and standard operating procedures.
- Coordinate with stakeholders for policy updates, process improvements, and compliance implementation.
- Ensure procurement and logistics activities comply with company policies and regulatory standards.
Required Skills & Competencies
- Strong understanding of supply chain management in renewable energy projects.
- Expertise in ODC logistics, transportation planning, and contractor coordination.
- Knowledge of customs clearance, EXIM documentation, and statutory approvals.
- Experience in EPC contracts, vendor negotiations, and claims management.
- Good understanding of cost structures of electrical and civil systems used in power plants.
- Strong analytical, coordination, and stakeholder management skills.
- Proficiency in MS Excel, ERP/SAP systems, and reporting tools.
