A Proposal Bidding Engineer in the desalination/water sector manages the
end-to-end process of preparing technical and commercial bids for Desalination
plants (e.g., SWRO - Sea Water Reverse Osmosis), WTP (Water Treatment Plants).
They sit at the intersection of sales, engineering, and finance, ensuring
proposals are accurate, competitive, and compliant with tender
specifications.
Key Responsibilities

Bid Management:
Lead the entire bid process, including reviewing RFQ/RFP documents,
attending pre-bid meetings, and ensuring on-time submission.

Technical Proposal Development:
Create process descriptions, control philosophies, PFDs (Process Flow
Diagrams), and P&IDs (Process & Instrumentation Diagrams) for
desalination systems.

Cost Estimation & Pricing:
Prepare detailed BOQs (Bill of Quantities) and BOMs (Bill of
Materials) to estimate costs for equipment, labor, and materials.

Vendor/Supplier Coordination:
Liaise with vendors to obtain competitive quotes for critical
components like pumps, membranes, and high-pressure pumps.

Risk Analysis & Compliance:
Identify technical/commercial risks and ensure proposals meet all
client requirements, statutory regulations, and industry standards (e.g.,
ASME, ISO).

Proposal Presentation:
Present technical solutions and commercial terms to clients and assist
in final negotiations
Required Qualifications

Education:
Bachelor’s degree in Chemical, Environmental, Mechanical, or Civil
Engineering.

Experience:
6 -15 years of relevant experience in proposal preparation or process design
in the water industry.

Technical Skills:
Deep understanding of desalination technologies (specifically
Reverse Osmosis
). Experience with RO design software and process design tools is highly
preferred.

Software:
Proficiency in Microsoft Office (Excel, Word, PowerPoint) and AutoCAD
is generally mandatory.
