Job Purpose
The HSE Manager will be responsible for planning, implementing, and monitoring Health, Safety, and Environment (HSE) systems across large-scale Data Center EPC projects in Saudi Arabia, ensuring compliance with local regulations, client standards, and international HSE best practices .
Key Responsibilities
HSE Leadership & Compliance
-
Develop, implement, and maintain HSE policies, procedures, and plans for Data Center construction projects.

Ensure compliance with Saudi Arabia HSE regulations , client HSE requirements, and international standards (ISO 45001, ISO 14001).

Act as the single point of contact for all HSE-related matters on site.
Site Safety Management
-
Conduct risk assessments, HIRA, JSA, and method statement reviews for high-risk activities.

Monitor safety practices related to electrical works, MEP activities, working at height, lifting operations, confined spaces, and fire safety .

Ensure strict implementation of Permit to Work (PTW) systems.
Audits, Inspections & Reporting

Carry out regular site inspections, audits, and safety walkthroughs .

Investigate incidents, near misses, and unsafe conditions; prepare root cause analysis and corrective action plans .

Maintain HSE documentation, reports, dashboards, and KPIs.
Training & Awareness

Conduct HSE inductions, toolbox talks, and safety training programs for employees, contractors, and subcontractors.

Promote a proactive safety culture across project teams.
Contractor & Stakeholder Management

Monitor HSE performance of contractors and subcontractors .

Coordinate with clients, consultants, and local authorities on HSE matters.

Ensure HSE compliance during commissioning and handover stages.
Emergency Preparedness

Develop and implement Emergency Response Plans (ERP) .

Conduct mock drills for fire, medical emergencies, evacuation, and electrical incidents .
Desired Skills & Competencies
-
Strong knowledge of Data Center construction safety standards

Excellent understanding of MEP, electrical, and civil safety risks

Familiarity with Saudi Aramco / NEOM / SABIC / international client HSE standards (preferred)

Strong leadership, communication, and reporting skills

Ability to manage multi-national workforce and contractors
Mandatory Certifications

NEBOSH IGC / NEBOSH International Diploma

IOSH / OSHA Certification
-
ISO 45001 Lead Auditor (Preferred)
