Role Overview
A strategic knowledge and governance vertical that integrates compliance,
urban policy, and infrastructure intelligence into RMZ’s development planning
across West India. The role accelerates ethical approvals and shapes asset
strategy with insights on infrastructure pipelines and regulatory frameworks.
Mandate & Key Responsibilities

Lead regulatory, statutory, planning, and environmental approvals across
Maharashtra and Gujarat metros.

Build and maintain the Regulatory Intelligence Repository for Mumbai MMR,
Navi Mumbai, Pune, Ahmedabad, and Nagpur.

Develop City Development Intelligence: DCPR 2034 interpretations, MMR
TOD/TDR, premium FSI, Pune Metro nodes, AUDA TP schemes, Nagpur Metro
corridors.

Institutionalize digital permit-tracking integrated with RMZ control rooms;
governance reporting.

Establish a specialized permitting cell for MEP and digital infrastructure
(data centres and power-intensive assets).

Build, lead, and mentor the West regional team across the listed cities.

Strengthen institutional relationships with municipal, state, and central
authorities.

Create and maintain a city-wise contact repository for Director CR and
Regional Leadership.

MCGM (BMC), MMRDA, MHADA, SRA, MPCB, Mumbai Fire Brigade; CIDCO, NMMC;
PMC/PCMC, PMRDA, MahaMetro; AMC/AUDA, GPCB, Gujarat RERA; NMC/NMRDA,
MahaMetro; AAI, MoEF&CC.

Approvals & Permits:
development permissions, IOD/CC in Mumbai, environment consents, fire NOCs,
aviation height NOCs, water/sewer, power sanctions, OC, RERA registrations.

City Development Radar:
Mumbai TOD/TDR and premium FSI; Pune Metro influence zones and DP; Ahmedabad
TP/FSI reforms; Nagpur logistics and metro expansion.

Risk & Governance:
SLA benchmarks, stage-gate reviews, quarterly compliance audits, and
escalation playbooks.
Digital Permitting & Control Room Integration

Institutionalize a full-cycle permit-tracking system integrated with RMZ’s
control rooms.

Define data schema, SLAs, and governance metrics (cycle times, bottlenecks,
regulatory risks).

Collaborate with relevant RMZ SMEs and Technology to enable real-time
visibility and leadership dashboards.
Specialized Permitting Cell – MEP & Digital Infrastructure
-
Set up a specialized cell focused on power-intensive assets (e.g., data
centres).
-
Coordinate with DISCOMs, TRANSCOs, and pollution boards for electrical
capacity, DG/backup, and emissions.
-
Streamline permits for fiber, telecom, and IT infrastructure; standardize
documentation and sequencing.
Core Skills

Regulatory & statutory mastery across planning, environment, fire, aviation,
and urban local bodies.

GIS & spatial intelligence (layering infrastructure pipelines, TOD/TDR,
land-use and FSI dynamics).

Stakeholder & government relations; trust-based engagement with municipal,
state, and central authorities.

Data governance, taxonomy design, and knowledge management for institutional
IP.

Program and portfolio management; milestone tracking and governance
reporting.

Communication & negotiation; high-stakes presentations to senior leadership
and external authorities.

Team leadership; mentoring regional specialists and building standardized
playbooks.
Experience
-
15 years in regulatory approvals, urban planning, infrastructure policy, or
real estate development.

Demonstrated track record of securing multi-agency permits ethically and
efficiently across large metros.

Exposure to digital permitting systems, workflow tools, and analytics
dashboards.
- Experience leading regional teams and cross-functional forums.
Qualifications
-
Bachelor’s degree in Civil Engineering, Architecture, Urban Planning, Law,
or Public Policy.

Master’s preferred (Urban/Infrastructure Planning, Construction Management,
MBA, or Public Administration).

Certifications in GIS, Data Analytics, or Project Management are a plus.
