Manager, Business Risk Assessment & Advisory, FCR
The Manager, Business Risk Assessment & Advisory, FCR supports the CFCC (Conduct, Financial Crime and Compliance) Target Operating Model by providing hands-on risk analysis, advisory support, and data-driven insights. This role focuses on executing day-to-day financial crime risk management activities, supporting Country FCC teams, and ensuring compliance with regulatory requirements including MAS 626.
This is a regional role covering parts of the SCB footprint across Asia, Africa, Middle East, Europe, and Americas, supporting multiple Businesses including Retail Bank, Private Bank, Wealth Management, Transaction Banking, and Financial Markets.
The successful candidate is expected to:
Risk Analysis & Advisory
Support ongoing engagement with second line functions to enable the CFCC Target Operating Model. Candidates should have working knowledge of MAS 626 and other key regulatory frameworks from an advisory perspective, with exposure to data analytics.
Assist Country FCC teams in becoming more data-driven by extracting, interrogating, and analyzing internal data sets to identify financial crime risk. Support financial crime analysts in designing data queries and developing data visualizations.
Provide analytical and operational support for various initiatives and engagements attended by the Country Head of FCC, including preparation for external forums (e.g., AML/CFT Industry Partnership working groups) and internal forums (e.g., Financial Crime Risk Committee, Executive Risk Committee).
Assist the Head of FCC in tracking and supporting the adoption of necessary enhancements following outcomes from various initiatives.
Regulatory & Policy Support
Act as a coordinator for FCC advisory matters, assisting in regulatory gap analysis of local AML/CFT changes against Group requirements, and supporting ongoing maintenance of related Policies and Standards.
Support thematic end-to-end desktop reviews with CFCC Business Advisory teams for various business segments as directed.
Assist in proactive engagement with second line colleagues on new business strategies and initiatives from a financial crime risk perspective.
Operational & Control Support
Support the Country Head of FCC in managing ongoing queries from business and functional units.
Assist in annual exercises such as the Enterprise Wide Risk Assessment and Intermediaries attestation for ABC (Anti-Bribery & Corruption) risk.
Participate in thematic ABC projects and reviews in conjunction with the regional ABC team.
Support the Country Head of FCC on regulatory and authority matters related to FCC.
Assist in FCC control monitoring to maintain high quality of FCC activities aligned with applicable regulations and guidelines.
Support the AML/CFT uplift program in collaboration with internal and external stakeholders.
Maintain operational oversight of assigned FCC matters within the ASEAN Cluster.
Strategy & Business Support
Provide analytical and operational input to Group/Region/Country/Client Business operating model design for relevant FCC and business processes.
Contribute to the country and cluster ambition to become a data-driven team by identifying barriers to better data use and proposing practical solutions.
Support stakeholders in interpreting and applying regulatory expectations, laws, best practices, and policies related to FCC.
Ensure risk frameworks and associated standards are clearly communicated to and understood by process owners.
Processes
Working in close partnership with CFCC Governance, Business Advisory, FCC Case Investigation, Control Operations, and other stakeholder teams:
Support the determination of FCC-related policies and procedures
Provide advice (via CFCC Business Advisory) to stakeholders on compliance with Group standards and local requirements
Coordinate on governance matters including FCC Enterprise Wide Risk Assessment and internal forum matters
People & Talent

Build and maintain strong relationships with Professional Services team, Countries, Business, and CFCC Risk Managers.

Risk Management
Deliver defined aspects of the Professional Services role to support the Group's CFCC risk management approach.
Demonstrate a solid understanding of the risk and control environment for CFCC risks.
Support the effective management of CFCC matters and regulatory issues, collaborating with Business, Risk, and CFCC stakeholders.
Understand technical aspects of systems relevant to CDD, Client Risk Assessments, Name and Transaction Screening, AML Monitoring, and Case Management.
Provide advice (via CFCC Advisory) on the application of risk management frameworks (e.g., ORF, GRA).
Apply Group and local FC policies and processes (AML surveillance, client screening, risk assessment) to manage risks.
Support the review and analysis of the client base to identify and manage high-risk clients.
Assist in determining applicability and priority of Issues and Events, performing root-cause analysis and look-across analysis.
Support validation of CFCC applicability of Change Risk Assessments.
Contribute to proposals for control improvements, enhancements, and simplifications related to CFCC risk processes.
Collaborate with Business and CFCC Risk Managers on holistic risk management across client segments and products.
Governance
Support the development of risk-based compliance frameworks for identifying, assessing, managing, monitoring, mitigating, and reporting CFCC risks.
Assist in developing and recommending Risk Assessment standards across CFCC risk types.
Support the identification and escalation of potential business CFCC risks and issues to senior management through appropriate governance channels.
Assist in the end-to-end lifecycle of audit, assurance, and regulatory reviews, including tracking, remediation, and lessons learned.

Required Experience
8+ years overall working experience in Banking, Financial Institution, Regulator, Fintech, or equivalent industry
5+ years in at least one of the below:

Well versed with tools and techniques for analyzing potential risk exposures
Understanding of effective communication skills
Understanding of best practice risk assessment techniques and risk management frameworks
Understanding of key features of relevant laws and regulations applicable to the Group
Sound judgement on business practices and regulatory relationship management
Ability to balance detail-oriented and big-picture perspectives

Practical, hands-on experience in the above domains
