Qualifications
Educational:
B. Tech / B.E. in Civil Engineering, Preferably post-graduation from NICMAR
Professional:
5+ years of experience as Billing Engineer in multi-storied building
construction covering civil, finishing, Façade, and MEP services
Strong knowledge of IS codes and Schedule of Rates (DSR)

ROLE DESCRIPTION
The incumbent is responsible for end-to-end billing and contracts management,
procurement for multi-storied building construction projects, covering civil,
finishing, and MEP works. This includes verification, and certification of
bills; rate analysis; BOQ preparation; reconciliation; and variation claim
analysis. Ensures adherence to contractual conditions, maintains
documentation, and supports the Project Manager with cost reports and
billing-related data.

Coordinates with site teams, vendors, and accounts department for smooth
payment processes, participates in vendor pre-qualification and tender
processes.
ACCOUNTABILITIES

Prepare measurement sheets from on-site data & drawings; prepare BOQs
and bills.

Review bills of quantities as per IS Code.
-
Preparation of quantities as per tender, GFC drawings/ As-Built following IS
codes.

Coordinate with contractors for timely process of bills.

Conduct value engineering for cost optimization without compromising quality
and safety.

Check and certify contractor/vendor bills and invoices.

Perform physical and drawing-based measurement verifications at site.

Enter and analyze data in ERP/SAP.

Follow up with accounts for timely payments.

Analyze and close variation claims from contractors/vendors.

Administer and enforce contracts at site level.

Prepare preliminary estimates, detailed BOQs, and pre-tender estimates.

Compile tender documents; pre-qualify vendors.

Prepare comparative statements and rate analysis.

Inspect and verify works measurements.

Support PM in generating cost-related reports.

Prepare reconciliation statements, NT items, variation statements, and
amendments.

Review EOT submissions against contractual conditions.

Prepare work orders, purchase orders, payment certificates, and trackers for
certified bills.

Maintain billing and contract-related documentation.

Scrutinize bar bending schedules.

Preparation of rate analysis based on the market conditions with actual
manpower productivity and material consumption.

Preparation of budgets, budget trackers, cashflows.
